I'm not sure a 3-chuff pattern would ever have been normal. There's some serious timing issues there. 

 

Interesting little operation he's got. It appears that engine has only one safety valve! I'm surprised he said that the safety valve keeps the boiler from exploding.

I've heard it sound better than that in the past.  Certainly not square, or even close to it, but better than that to the point that you could a least hear the 4th chuff.
