I'm in the process of building an oil bunker for a CB&Q 2-8-2. Rather than attempting to punch rivets on the oil bunker, I know that Micro Mart makes a decal set of 3D rivet decals.

What is the opinion of these decals? How well do they show up after they are applied and painted? What suggestions are there on using these? Should I apply them before or after I prime the bunker?

The archer decals work well applied to bare styrene or over primer.  After painting, you can't see the film edges at all.  Apply them like any other decal and use setting solution.  Slide them directly from the paper to the model to keep them from sticking to themselves.  When dry, prick any air bubbles and apply more setting solution.   

This steeplecab has some 3D printed rivets, but I applied Archer rivets over primer around the cab windows, and to bare styrene over the white tank on the deck.

The rivets around the cab windows are finer than the 3D printed ones and more to scale:
