Paint question and what/where to get?

Okay, so I got this Atlas O Guage Sw-9 switcher that I fixed the TMCC issues on and I ordered replacement handrails from Atlas. They are here but are in black plastic. So, I want to find the paint that matches that Santa Fe Yellow from the blue and yellow Santa Fe color scheme. My question is what would be the correct color to match and where would I get it? Should I prep or primer the plastic and with what that would work the best?
