Are you trying it out with the top cover off?

If you are, try it with the top cover on as the cover acts like the stop for the whistle switch and with it off the switch goes too far.

What is wrong with the whistle/reverse switch? I doubt you will find the assembly except on a junker transformer.

The Train Tender has the ZW-167 resistance wire.

Voltages on circuit boards are DC.

  I know the resistance value is somewhere in a few threads, but I don't recall how much. 

Test while lit. You may need a draw that a meter alone cannot provide. While lit, you know there is flow and the meter should see it just fine.

I have what you are looking for. I will be home tomorrow after lunch and can verify. I should have both sides, if you still need and are interested.

By the way, I tested switch with cover on, I get a toot and quits...

I did the left side today and does the same thing, you get a toot and quits.

I did recheck the LCRU light out puts and they  are 14.5v AC no DC out puts..I did have a light connected when I did it, I guess it needs a load on it...

Marty, can you post a picture of the diodes you are using and a picture of the installation? Maybe some one will see something which is wrong.....

I have been installing the diodes for over 10 years and never had the problem or seen the problem that you are having.

I have the parts. I think you have something else going on. Have you tried just pushing the lever slightly or are you pushing it all the way over? I agree with the Mark, post a video. I would hate to sell you anything, you do not need, and do all the work to change it our for nothing.

You can try cleaning the whistle switch.
With the transformer unplugged:

Slightly dampen a strip of index or business card with either contact cleaner or mineral spirits.
Work the card between the contacts. You may need to work the whistle switch back and forth to get the card to slide in.
Carefully slide the card out.
Repeat with a clean, dry card.
