When railroads ran reefers or box cars up front behind the loco, how did they get head end power, or steam, to the passenger cars? Were reefers plumbed / wired?

Yes. Any head end cars had steam lines or HEP connections as required to pass through heat and or power to the passenger cars.
Reefers and boxcars in passenger trains were all in the steam heat era, except for Amtrak express boxcars seen in the 1990's and a few excursion support cars owned by railroads.
