A few books from the Triumph series by Messer & Roberts come to mind, but they would probably tell you more than you want to know about all aspects of building the RR and not enough about the specifics of electrification. Been a while since I read them. Triumph II, III and IV cover the electrified area.
The best source is Michael Bezillas's 'Electric Traction on the Pennsylvania Railroad'. It is an epic effort and has just about anything you want to know about the Pennsy's electric program.
