I am running a 6-11328 Penn K4 in Legacy mode. The dynachuff and brake sounds are not working. I have reset and reprogrammed the loco many times. I feel this may be a communication problem between the loco and the tender. The connection between the two is infared. Both smoke switches on the loco are on. HELP!!!

Just to eliminate the easy stuff. Have you checked the volume levels? There are two accessabile via the legacy handheld.
AUx1 volume ^^^^^^^ is the overall volume.
AUX1 vol^, AUX1 vol^, AUX1 vol^....... is for background sounds and the chuff level.
The volume is maxed. The crew talk and other sounds work fine.
If you can blow the whistle and ring the bell in command mode, the IR link is fine. Have you programmed it for a new ID as a test? Apparently, a reset of the features is accomplished when you reprogram the ID.
The engine ID was 2. I cleared the engine from ID 2. I just reprogrammed it to ID 10. I have the engine info module. All the sounds work except the brake and the dynachuff.
Are you running it in Legacy mode in the remote?
I suppose the chuff switch could account for the chuff not working, but I don't think that should affect the brake sounds.
Yes, Legacy. Chuff switch? Under the loco there is a program-run switch, odyssey switch, smoke stack switch and whistle smoke switch.

Does the smoke still "puff" when its underway, if the smoke unit puffs the switch is functioning.

Correct, but if it's puffing smoke, I am a loss as to how it's not chuffing, the IR connection is obviously good.
The chuff switch is inside the locomotive, buried at the bottom. You just take everything out but the motor, and usually that's where you find the switch!
I have a certified lionel tech I can take it to. Thanks for all your input. Just to summarize, everything works except the chuff and the brake sounds.
Here is the solution from Lionel. It worked.
Try pressing Aux1 - 1 and whistle - 1 to turn up the background sounds. You can turn off the background sounds by remote and it sounds like what has happened.
