Well, in my opinion, it has been difficult to find GOOD QUALITY people, at what you may refer to as a "reasonable price". I have used nothing but Artista brand people through out the whole layout. They sure aren't "cheap", but I think they are the best. I have purchased them direct from Artista, plus now my local hobby shop carries them also.
Nassau Hobby (Charlienassau) had the former Model Power inventory of people at a good discount. The prices were very reasonable.
Also depends on whether you want foreground people or background people, because cheap people are just that... and they look like it. If you want a close up scene, use quality people, but they are not cheap.
Atlas do a reasonable range.
