Actually quite simple!   Carved and painted styrofoam form the cliff sides and rock ''islands''.  Then a ''sifted road gravel'' base with the magic of clear silicone ''dabbed'' over top.  

I was Looking through a hard bound book on CPR steam/diesel era photos, and noticed I didn't have any of the  ''CPR 40 ft (style) reefers''  on the layout.    So I decided to paint up four of them !   The decals were just sitting in the drawer waiting to be used.   And by the look of the number of decal sets that I found of other equipment with those sets,  i've got a more than a few days of paint projects ahead of me !
