I bought some of that woodland scenics light hydrocal from store cause it was on sale. It it says on side use liquid pigment. Can I not paint with acrylic paint

Give it a coat of Gesso. Then use your acrylics. You can even mix your acrylic into the Gesso.
Gesso, ok hope I can find local thanks, I was gonna water down and do the leopard spotting method i saw online but wasnt sure when I saw the phrase liquid pigment
You can get Gesso at any art/craft store (hobby lobby).

I believe that the directions are referring to a product called "liquid pigment" that is sold by Woodland Scenics. I have used it to color rocks by the leopard spotting method, and it works very well. You can purchase the liquid pigments on the Woodland Scenics website. Look under products / terrain & landscape / terrain / pigments. Here is a picture of some to the rocks on my layout.

You don't have to use liquid pigment to do the leopard spot method. Mix acrylics with water and you can do the same process. I wasn't sure whether or not I wanted to use the leopard spot method so didn't want to spend the money for the pigments. Instead I experimented with using different ratios of paint to water to get the various shades (following WS guidelines) needed for this method. Worked well and provided good results although I did end up using a different method which worked better for my needs.

what was other method if i may acquire

I don't have a great track plan that I can post. Here is a link to another post with a video of my layout. It will give you a pretty good idea of the track plan.
I chose to just use the acrylic paints to actually brush paint the rocks using a variation of Dave Frery's method
