So I resurrected some old Plasticville buildings which I had painted as an 8 year old, needless to say the color and workmanship is lacking. What is the best way to remove paint off of the windows and doors, specifically the split level house which pop out of the house itself. Can I soak them in lacquer thinner ?

One of the best and gentlest paint removers for plastic is any of the purple-colored degreasers  ("Purple Power" is one brand).  Buy a gallon jug at WalMart--you can reuse it forever. Just soak the items in full-strength fluid.  Soaking time varies from 20 minutes to several days, depending on the paint.   Nothing works on all paints, but this stuff makes the paint just flow off in most cases.   I have never seen it damage any plastic, but I'm sure it interacts with something, so please test first.

Another very safe product is Scalecoat II Wash Away . Also very effective on removing lettering from locomotivers, cars, etc. Biggest drawback for some users might be its cost of between $12-13 for pint bottle. I've also use automotive brake on present day MTH and Lionel buildingswith good results but IMHO it might be risky soaking older PV buildings in it.

I have a late postwar Lionel SP caboose I'd like to remove paint from.  There's yellow enamel and green acrylic over that.  Will this work?  Originally Posted by Avanti:

Very likely, yes. Always be careful, though. I've never seen Purple Power damage plastic, but there is always a first time, so no promises.

BTW: I have heard that some brands of brake fluid will damage some plastics. I have had MUCH better results using the purple degreasers.
