I assume its maybe CSX near Harpers Ferry but the condition of the track is the only thing that makes me think not.

track on right looks recently re-tied by the difference in tie color while the track on the left looks like they just dumped some balast in preparation of resurfacing. dosnt answer the question but it looks like a class one to me so csx might be a good guess ! conrail john...its late i should get some sleep.....
It does look familiar from my days of driving around that area. Used to go to Point of Rocks from time to time, and to Harpers Ferry once or twice. It could be the eastern portal of the Harpers Ferry tunnel, since Sandy Hook Road crosses over the tracks not far from the portal. Pic could have been taken from the road - the angle looks right, anyway.

Definitely east portal of Harper's Ferry tunnel, pre-National Gateway project.
Almost impossible to railfan that location, narrow road, no parking.
Thanks for the confirmation, Dave and Borden Tunnel. I wasn't certain. Used to live in Germantown, Md., for about 10 years. Liked heading out near that line.

Track on the right was timbered and surfaced. The windrow of ballast on the heads of the track on the left is from the Ballast regulator making a center ditch.
