The kid should have to do the community service and pay the restitution. Something should happen to the parent though too. They should have some consequence for failing to teach a more appropriate activity for when the kid is "bored".
I think these "kids" should be forced to sell their iPads, iPods, iPhones, Xboxes, Playstations, Wiis, and all their other valued toys to pay for the damage they did, and then work off whatever balance remains. One of the most valuable lessons I learned as a kid was that there are always consequences to your actions and that you will have to face them sooner or later.
