1/48 was listed but i have seen1/50th and 1/43, there are several companies  selling them in several scales they are tan plastic  for un painted  the painted ones are garish colors  black hair and white shoe mostly just type in O scale figures and page through them you woll se the hundred count bags.   ( had a link up and got in trouble)

Looking at some previous threads, Gunrunnerjohn mentioned that 1/75 figures seemed to look pretty good (as far as size, anyway). Those are available on Ebay, although the ones I see are just repeats of the same 8 or so figures over and over. I don't think it would take much time to put a dash of paint on their shirts/blouses to add variety, though.
