There's no need to wait.  A train from D.C./NY to Springfield, Mass. exists today: The Vermonter. There are actually a fair number of trains that travel every day between NY Penn Station and Springfield.

As someone who's been waiting for the New Haven RR connection to be reestablished between Fall River, Mass and Boston for many years, I'd counsel against waiting for the results of a government feasibility study.  The first study for the "South Coast Rail Project" was completed in the early 1990's.  The current estimated completion date for the line is projected to be 2030.  That's 40 years from study to completion, if your scoring the game.

If you add 40 years to your current age, you'll see why you might want to look into The Vermonter to get yourself to the Big E ... i.e., get there and enjoy it while you can ...

For the last three years, the State of Connecticut has been in the process of upgrading and modernizing the rail line between New Haven, Hartford and Springfield, Massachusetts which, up till now, has only had passenger service by Amtrak. New track, signal systems, and station buildings have been built and the classic Springfield Union Station has been refurbished. Beginning in May 2018, the new CT Rail will begin hourly commuter service with some thirteen trains per day between the three cities. Thus, it will no longer be necessary to take Amtrak to Springfield. It will be possible to take Metro-North from New York City to New Haven and then CT Rail to Springfield. The next logical expansion of service would be between Springfield and Boston.
