Mike have you tried Olson and looking up the frame part number? The car is not listed in the Greenberg Repair Manual but the frame looks like the one P/N 3462-86 from the milk car. Olson's has the entire series of Lionel Repair Instructions, just search by the 3454 number and see what comes up. Hope this helps.
I'd just fabricate replacement steps from brass wire, drill small holes in the frame using the stubs as a guide, solder or JB-Weld the steps in place, paint and enjoy your car!
