That power supply looks like a switcher supply which should output the correct 18 volts with or without a load. Where I volunteered at a computer refurbishing, we had "tons" of those ITE supplies of various voltages and amperages. Unless they were bad, they were rock solid on output until overloaded and some would "foldback" the voltage to keep from popping parts.
You're fine, just plug it in and use it! It's slightly higher power than the one that came in the PE set I showed, but it's fine. The .85A is the 120V input, though I'll bet money it doesn't draw nearly that much.
As a thought to the different output ratings on Larry Sr. and quizshow's power packs, it may be that Lionel included a slightly larger supply for the polar express because of the lighted cars. On the other hand, it may just be that they got a better deal on one or the other at the time from their supplier.

John, the one I pictures came from the LC PE set, so that doesn't seem to be the reason.
