Problems with Legacy 990 & TPC 300

I seems like every time I turn on the remote it responds differently. I cannot get the locomotives to respond to the bell or whistle. The TPC says that it is getting the message but it does not work. The whistle will work with the transformer switch, but that is it. I an using a post war ZW.
