Hopefully, soon, we're gonna be programming ES44s.
I recommend getting a Programming Booster. It helped quite a bit with my MRC Prodigy 2 System.

I will take that into consideration, thanks. I am still confused on the proper procedure to program it. I don't have a NCE 226 programming bus card yet, I was thinking of getting that first.
Do I place the loco program switch into program or leave it on run?
Should it not be enough to simply assign manufacture ID code 73 into the cab and the short and long addresses?
I had this same problem with my RG Heritage SD70ACe. I needed to reset the DCC system in the locomotive. CV 8. Check your NCE manual (not at home, so may be in the Lionel manual also).

I thought I would pull out the programming track.
I set the program switch to "RUN"
Went into program CV..plugged in "08"
Front & Rear lights flashed
Went into programming and it took OEM ID code, short and long addresses
Once I exited, the engine fired up and I had direction control.
I do see it does have waddle to it going down the tracks; however I am very elated this high dollar loco is running. Many thanks goes out to John Albee, Rusty Traque and Roger for giving some suggestions to try.
I had a U33c with a waddle. Turned out to be a bad wheel and axle set. Lionel replaced the whole frame.
