PS 2 engines

I have two ps 2 engines sitting on a siding and I make sure if I turn on power to that section I have the track energized first so the watchdog signal gets to them. One engine picks it up and remains silent and the other does not get it and comes on ready to run in traditional. What is going on. Thanks for an answer.

I'd guess signal issues. Does this change if you change the positions of the engines or perhaps leave one of them off the siding?
