James, When you first put it on the track and put power to the track don't go over 10 volts till you sequence it into forward. If your over 10 volts it probably will just sit there. It needs a fully charged battery to work properly so if you turn the power off It shuould go thru its shut down sequence and then cut off. If the sounds go off almost instantly when you cut the power, you need to either change the battery or charge the one that is in it..
Replace the battery with a BCR or equivalent.
Thank you for the tips! When i need to charge the battery what voltage do i need to have it on to charge it from the track? @Carl C

The built in charger is a pretty poor excuse for a charger, in that it takes forever to charge a pattery. Better to charge tha battery before putting it into the loco. You need the 8.4 volt "9 volt" battery, not the 7.2 volt one.
The best thing to do is install a BCR and be done with it.
ok so either the bcr or just the wall charger sound like two good soultions. i will look into the bcr and go from there. thank you for all your help.

That is a great MTH engine with great colors. I have one and did a PS-2 upgrade. I might get another and run them together. TH made a good looking bay window caboose for that engine.

For me it was the cost of the kit. The Trainmaster is user friendly to work with on an upgrade.
