PS1 trolley light voltages.

I have a PS1 PCC trolley,board NG. I want to light the 4 red LEDs and the 2 white bulbs ( I assume these are bulbs and not LEDs) for the number board and headlamp. Each one has a harness which plugs into the PS1 board. I would appreciate the voltages to each,I want to make a regulating circuit.

Normally the headlights powered by the PS-1 connectors near the relays are 1.5V, The rest are normally 18V track power. If there are LED plugged into the yellow connector on the board they are 3-5VDC. G

In that case I will probably replace the bulbs with 3mm LEDs.
