ps2 in conventional

Railking 2-8-0 running in conventional mode from Powermaster does not reliably cycle through n-f-n-r, mostly sticking in neutral. It's towing a lighted caboose, which should pull the voltage down with the dir button. What else could it be?

Does it? Does the caboose light go off on direction change? G

pulls down to about .1 volt. Bought the powermaster used--checking to see about stall voltage having been set.
