I have a mth q2 ps2 thats been in storage for a few years, ran fine before storing. I took it out of box installed a new mth battery before ever putting on track. It goes through its start up everything works except it wont move. I did the 1 whistle 3 bells and then the 1 whistle 5 bells both times got the 2 whistle confirmation. You can hear like a relay click when you first give it power to move but just sits there. I have the identical q2, put it on the track runs perfect so that should rule out any power supply problems. I also switched tenders and it did not make the problem one move, but the other tender moved the working one. So i took apart the loco looking for any broken wires or obvious damage to the board, i cant find anything, i even unplugged and reconnected the plugs, still just sits there? I know these questions get asked a million times but i've tried to use everything thats already been posted here before, but cant seem to find a like problem, seems its always in the tender?  Any ideas what i can try or what it is? If you see the tender backup light turn on/off and hear the faint relay click on every OTHER button press of DIRECTION, then you can rule out the battery for the matter at hand.

 

Since you've apparently isolated it to the locomotive, I'd think one of the 2 motor wires is not making it back to the tether/drawbar.  So take another look.  If you have a meter, it could be handy for tracing continuity as well as to confirm there is resistance on the motor windings (nothing came loose IN the motor).
