I have 2 steamers that have been upgraded to PS/3 using stacker boards. How would I go about installing LED headlights? Is it as easy as installing the LED along with a load resister, or is it more involved than that?

The exact same way you'd do it with a PS/2 board, a 220 ohm resistor in series with the LED, job done. If you have dual headlights, use identical LED's in parallel, and then in series with those, a 150 ohm resistor.
