Maybe a dumb question, but does an operator have access to all PS3 features in conventional, or must they invest in the full DCS System to take advantage of all features?

In a word, no. Basic control, basic sounds. DCS gives advanced control and sound options that are not available with just a transformer.
Forgot to mention, DCS Explorer, and DCS Remote Commander, will both provide a DCS experience above transformer control, but still not full DCS capabilities.

There are actually macro commands using the whistle/bell controls to do many of the functions offered with PS2 & PS3 with transformer controls.
