Is there a way to determine if either one is inoperative? Does the one in the engine control those functions and the one in the tender only sound? Thanks for your help

The way to determine it is with the PS/3 test set. The boiler board is really only an interface board, all the smarts are in the tender. If you start with the actual MTH product number and your specific symptoms, we can probably give you a more complete answer.
It’s a to imp 30-1651-1 mikado and it’s dead - will not start up- nothing.
You can disconnect the boiler board 8 pin and allow the tender to get power and see if it starts up and can do sounds and rear coupler. You can't really test all features or the boiler board without the test set and a known good tender board. Plus, it can be other issues like bad harness or drawbar. G
Completely dead sounds like it might be a power issue, I'd look for physical faults first.

I did thorough inspection of all connections and harness. All appear fine. I disconnected the eight pin but to no avail. Still no sign of life. The engine lists in the inactive list and cannot be moved to active. The handheld reads engine not on track as well.
Did you see if power is coming to the board in the tender? That would be one of the first things to check.
Didn’t appear to. However, I swapped in an old PS 3 board from an Imp pacific and the fan started to run. No other functions seemed to work.
Just wondering but did the locomotive not work out of the box or did something happen and the locomotive stopped working?
No, was bought new and has been in service 2 1/2 years. Only recently begun to act up by running off upon powering up.
