Getting the "right" PRR freight car color is always subject to dispute. Several folks have settled on Floquil zinc chromate primer; this is what I use (buy your stock now!), although it's a bit orange for my taste.
A nice uniform rusty interior is one that looks like the car has not had any coal in it for quite some time and that same uniformity then also tends to look like...........paint,
Are you sure that this is a GLca? A GLca has fishbelly side sills and I can't see one on this car. It could be the angle of the photo or it could be a different car. I have seen several PRR cars on ebay that were a different class than what the description said.
I agree with mwb. If the rust is too uniform, it looks like paint. Remember, coal slides down against the slope sheets. Streaks would be prototypical.
