In a word; no. They are working on multiple fronts to have the deadline extended.

OK, what is a "bonded siding". My guess is it has smothing to do with wiring.
To me, it might make some sence to have the General Code and NORAC have a COMMON set of signals/aspects across the nation FIRST!
Ok, does that mean the non-bonded siding is more like ABS vs total CTC?
I think the SP did that on sidings original sidings Houston to Rosenberg TX. The main was CTC, but the siding track between the East and West switches was considered "ABS".
But the SP upgraded the signal system with "bowling ball" type RI/NYC triangle in a circle tri-lights, a type "G" I think. All signals are on full height masts, no more short masts. But i don't know if the sidings are "full CTC">
I think most of the US could use the ols ATSF ATS system used on the route of the SW CHIEF. NEC, CHI-STL, CHI-Michigan, heavy commuter, yes, PTC. Put the ATSF WORKS!
