Purchase of $4.99 Version of DCS APP | O Gauge Railroading On Line Forum

I am trying to purchase the $4.99 version of the DCS APP for my Apple IPad. When I go to the App Store, all I can find is the free version, which I already have. Is the $4.99 version still available?

Start you free version, after you touch "run my trains", down in the bottom right corner touch the "more" button, then choose upgrade. That should do it.

I bought the standard version of DCS app for my Apple IPad. If I also want to add it to my Apple IPhone, do I need to pay another $4.99?
