I picked this up a dozen or so years ago, "NIB".  Took it out of the box, admired it,  and put it back in for the day I had a place to run it.  It appeared to have never been run - packaging appeared unopened, no wheel or roller wear, smoke deflectors not installed, no smoke fluid in the  smoke unit.  Not a mark on it.

Took it out of the box a few weeks ago, lubed it, and put it on roller stands. Long story short, it had a tight spot, which in very short order loosened the right main diver (along with a few other issues such as a bad R2LC, and a smoke fan that wouldn't run, the right piston rod bouncing up and down, and the headlamp lenses were loose in the box).

Anyhow, too late to send it back, so time to make lemonade...

You might want to look at the Hobby Horse Products catalog. It is on line. It is expensive to get set up with the necessary tools. Carl, at Hobby Horse, will custom make what ever wheel cups you need. Are these any gears on the problem wheel set?  I am not familiar with the NWSL quartering machine. Third Rail has a shop in San Ramon with one or two techs working in it. You might want to give them a call and see what they can do for you.
