Sorry I tried to search online about this but couldn't seem to find an answer.

I have a base 3 and a cab2 from a 993 set, so this is my first experience with Legacy so I'm not sure if this is normal or I need to send the remote to Lionel for repair.

When I stop a train or power down a track and get to zero the remote jumps back up to 1, so the locomotive continues to move or power remains on for that track. I then have to turn down the knob, sometimes multiple times to get the train to stop or the track power off.

Is this normal or is something wrong with the remote?

Really should not do that.  Unless you accidentally hit the red knob.  Sounds like the Red Knob potentiometer is dirty or something wrong with it (not holding its position).  Can you feel the detents when turning the knob?  I would send in the remote while you still can and get it checked out before Lionel stops repairing them.
