I have not seen this addressed yet.  Maybe I just missed it.  Please correct me if I am wrong.

 

 But the catalog states and shows a picture of a quiling STEAM whistle.  If so should not be surprised since MTH, Mike Wolf introduced this feature at the April 07 York, we do all recall that don't we.

I think they are saying that the intensity of the steaming (smoke) will vary with the quilling.

I don't, and if it did have a "smoking whistle" I wouldn't have it turned on anyway. However, for those who do not have their equipment weathered, nor care for the smoke fall-out onto their scenery, it is probably a pretty neat feature.
