Recently picked up a Lionel 4-6-2 Pacific, LRRC Special Edition 6-18684. It came with Signal Sounds. When I installed a Railsounds upgrade (board and power supply) following the enclosed user manual it was ok.... but... no chuff.
Tried the loco with other railsound tenders... no chuff. Tried the upgraded tender with other railsound locos... no chuff.
My question is... does Railsounds 3 not have a chuff feature?

It should have a chuff. I suspect the chuff switch is the problem, not the board. Since you had signal sounds, you would have never noticed the chuff being missing. Did you also install an R2LC to make it a command locomotive? I'd be following the chuff switch to see where it goes.
Railsounds 3 should chuff. Thinking there was a thread sometime ago about upgrading the signalsounds engines and them needing a mod done to make it work. If so maybe the persons involved will pipe in.

Followed your recommendations and installed a R2LC. Got a sporadic chuffing. Replaced the chuff switch and... voila! Thank you much for your advice!
Yep, only a few things that can cause those symptoms, chuff switch is near the top of the list.
