I found this issue after unboxing a USRA Mallet (6-85181) purchased earlier this year: activating Railsounds Sequence Control (RSC) disables the whistle.  No whistle is heard during the RSC run and the whistle cannot be sounded from the CAB2.  The whistle continues to be disabled until a power-off reset is done; sending engine shutdown, reset, and startup commands do not restore the whistle.

The RSC adds whistle, bell, and dialog to an engine acceleration and deceleration profile.   The logic exists within the locomotive and sounds are triggered by the speed level.  No sound commands (other than initiated by me on the CAB2) are observed when monitoring TMCC commands during a RSC run.

This behavior is not present on my other Legacy locos with RSC - the horn/whistle operate normally during, and after, a RSC run.

Question: is this RSC issue unique to the USRA Mallets?
