Absolutely correct. With the right side rods all the way down "on bottom center", the eccentric crank should "tip forward" about 12 to 14 degrees. Repeat the same procedure with the left side, i.e. rods all the way on bottom center.

Thanks If I've got you correct the crank in the top picture should be a little more to the rear?

It is difficult as there are 4 holes at the bottom and 2 pins on the lower end of the crank,so I have only 4 seating positions I can push the crank onto.

You need to put a bit of power to it so that the drivers move clockwise a bit more. At the moment they are set at about 25 past the hour and you need the rods screws to be at half past the hour so they are sitting directly under the drivers axles. Then move the crank to a verticle position upwards and move slightly forward as HW says about 12 degrees which is about 2 minutes past the hour, which is only a gnats cock of distance.
