I recently acquired an MTH Premier NYC Hudson lettered for the Big Four. I want to remove the white paint on both the running boards and driver tires. I've tried both lacquer and paint thinner. Neither had any effect on the white paint even after it had been applied for several minutes. MTH's technical dept. suggested carefully scraping it off. Any other suggestions or possibly a brand of model paint that will cover it up and be a close match as well.

91% isopropyl alcohol has removed a lot of stripes, etc for me. Used along with 3000 or 4000 grit wet/dry sandpaper available at auto stores, Hobby Lobby.

What make and type of paint to you use? This engine appears to have a satin finish black. Do you tend to rough up the area to paint over with any type of fine grit emery cloth?

For paint I like ScaleCoat II as it is for plastic. You can thin it with about anything.
