I am attempting to replace the two rail trucks of a Weaver PRO with three rail trucks. The trucks must be for passenger cars because of the distance between axles is greater than that of freight axles.Does anyone have any idea where I might obtain a set?

Weaver 2RO and 3RO trucks are interchangeable - that is, the wheel sets are different and the hi-rail coupler has to be added, but all these parts fit together and were intended to. Typically, if you find some hi-rail wheel sets (eBay) and a couple of Weaver hi-rail couplers (eBay), the "2-rail" trucks can be used.
The addition of the hi-rail couplers will typically make the car ride higher because of the shanks. Modifications can be done to reduce or eliminate this.

Do you mean "RPO", i.e. Railway Post Office car?

Freight car trucks are mostly 2 axles anyway.
