I have a regular run to Spokane, WA almost every week, and for awhile now I have noticed some new crossing gates being installed just North of the Francis St overpass, over the tracks immediately East of the Francis and Market ST intersection. Well this week I now know what the crossing signals are there for, they are moving Francis OFF the overpass, onto a grade level crossing, WHY, is what I don't understand, isn't this Backwards??

 

 Does someone from the area know why this is being done? Is the Francis overpass being replaced, and this is just temporary, or is there some other reason? Normally the idea is to replace Grade crossings with an overpass when it can be financially justified. Are there structural deficiencies in the existing overpass?

Don't know about Chenango Forks, but this overpass in Manchester, NY was recently replaced with a grade crossing. You can clearly see in the pavement color where the cut was filled.

 

 

This is right at the east end of the LV Manchester yards on the LV main.  Only the north / track 1 track remains of the former two-track main.  "Up" in the picture is west to Buffalo, down is east to Sayre & NY.  Only 1 train a week at this crossing from Victor, NY to the interchange with Finger Lakes(former NYC Auburn Road) just east of Great Lakes Kraut.  Here is the interchange where the LV main used to go over the NYC, you can still see the path of the LV main past the interchange:
