Idea: Could one of these:
be repurposed? Substitute a small party balloon, repaint the car and offer "BALLOON RIDES 50¢" as the car is towed around an oval by a Vulcan switcher or other slow-geared loco..

If you are just substituting the balloon (needs to be roughly round, I would think) and repainting, I don't see why there would be any reason for it not to work.
Now, if you are talking about hanging anything from the balloon (basket for people buying the 50 cent rides, string, etc), then I suspect you may not have too much luck with the balloon either a) still rising or b) staying over the car as it moves.
Can you expand on your actual actions you are planning for the modifications?

Rest up and get well soon. Instead of balloon flights of fancy, maybe you should put your fertile imagination to building a tank train (WATER ONLY) with straws on all the cars - suggest you take this idea up,with the shop steward.
