Repurposing the Lionel 6-81693 Aerial Target Launcher?

Nothing ventured, nothing gained.  I think it's worth a try at least.

If you are just substituting the balloon (needs to be roughly round, I would think) and repainting, I don't see why there would be any reason for it not to work.

Now, if you are talking about hanging anything from the balloon (basket for people buying the 50 cent rides, string, etc), then I suspect you may not have too much luck with the balloon either a) still rising or b) staying over the car as it moves.

Can you expand on your actual actions you are planning for the modifications?

Anyhoo, the idea would be to get a stripey balloon same size as the Lionel targets.  Should work the same.

Lightweight basket:  Paper pill cups from the hospital.
