How can a K-Line unit respond perfectly in TMCC, but will not run conventionally? I do not have the loco with me so that's all that I know. Is there a scenario where this can be true? What would be the technical issues that might allow for this?

Yup, even if it's in the building, not connected to your conventional loop but powered up, there's a good chance it will keep from responding in conventional.

FWIW, there is certain failures where TMCC works but not conventional, even when you have unplugged the command base. If that is the case, try swapping the R2LC from a working engine.
If it has K-Line Cruise I have also seen no motion or barely any motion in conventional on some models too. G

The reason I'm asking is we have a round robin group. Some TMCC layouts... some conventional in the group.
No body knows. I have an Allegheny like that. Others have too. Either go to a DCDR no cruise, or upgrade to the ERR Cruise M to fix it. G
Yep, what George said, ....Kline Cruise is the cruise control you can’t control...lots of Kline Cruise failures.....it’s an affliction many suffer ......

Every once in a while, someone goes through the litany of K-Line reset sequences and revives conventional operation, I remember one here recently. However, I no longer screw around with them if they flaky and a basic reset doesn't fix them, I just put in a real cruise board!
Here is the reset code for a Kline command engine with cruise.
Engine 99, then set, then eng 1 (or whatever you want you final
ID to be) then set; then Aux1; next, this is important, 7,8. The 7
tells it that it has cruise and the 8 is Lionel’s code for steam with
puffing smoke. A good check for you to see if you have cruise is
after you have done the reset I mentioned, turn track voltage off,
pull command base plug, now using the variable speed control,
speed up, and if it takes a period of time for it to start running,
and when it does move, it moves super slow, you have cruise; if
it takes off normally, you do not have cruise. This is where the 7
comes in. If the R2LC is not told it has cruise, it will not run in
non command. It will do everything but move.
To set speed steps with Kline cruise;
Press DIR, BELL, AUX1 then (#1) for 32 steps, (#2) for 128
steps, (#3) for 256 steps. 128 seems to be smoothest.
