Swap the brush wires. Since it has a two-position reverse/ double wound motor, it sounds like only one field is working. A 2-position e-unit essentially "swaps" fields. Look for a broken field wire- hopefully it is obvious. You could also use the known "good" field and wire it with or without an 3-position e-unit.
Note that it should be wired as center rail to one brush, the other brush wired to the field end, and the other end of the (same) field connected to ground (the frame).
