I have the opportunity to by a new Lionel 4-4-2 with smoke and train sound tender. I was looking to add another steam engine to my layout and I was wondering how well it works and how well the sound works in the tender.

Do you have a Lionel model number? Is this conventional or command?

That is a basic starter set. That loco has been made in dozens of different versions for different starter- and theme-sets for many years. I have never had the Wizard of Ozl set but did get a couple of very similar sets with the same loco, painted a bit different, for my grandkids. It's a durable little loco - I think of it as nearly perfect for kids. it is usually trouble free and not too bad of a runner, easy to take on and off the track, etc., and takes more abuse that some locos. It has basic train-sounds. Being a starter set, you generally get a bit of a bargain, particularly if you shop around and get it at a slight discount, but it is a basic loco, not equal in features, sound quality, detail, etc., to Lionels more expensive offerings.
Lionel has probably been making the RTR train set 4-4-2 since 1900...
Anyway, I've got the 2004 Pennsylvania Flyer version. It was the set that got me back into O gauge at Christmas 2004. Other than replacing the smoke unit a few times and the whistle motor once, it just keeps going. You'd have a hard time finding a more reliable engine. Mine is just the air whistle version and has a puffer smoke - no electronics. Great engine.
Unless they've changed, which I doubt, they are an absolute nightmare to take apart and especially put back together. It is so bad that if I ever need to open it up, even for a minor tune up I could do in 15 minutes, I have my local dealer/repair man do it. It is that bad IMHO.
