can i use the LEGACY CONTROLLER with the Rio Grande General Set (4-4-0 General #346) that has TrainSounds sound system in tender with steam chuffing, whistle, bell, and squealing brakes and operator-controlled multi-part crew dialog if yes witch button do i use

No, I believe that's a conventional set, you use a standard transformer with whistle and bell controls.

I'm guessing you have this Lionel Rio Grande General Set, right?

If you hook up a TPC unit, you can run any conventional loco with your CAB-2.
