Besides the obvious manufactures of rolling stock, who is a manufacturer worth taking a look at that won't break the bank?

I think you need to be a little more specific. Such as; are you looking for scale 3RS, or 2-Rail scale, freight or passenger, high end brass, or kits?

However, I'm leaning more and more towards Weaver and Atlas/Atlas Trainman.
What I like about Weaver is their cars are made to accept Kadee couplers with little to no work, except removing the claw couplers.
I have 3 cabooses and all are MTH, only because they make something that I want.
My advice is to pick a RR and era you want to model, then look for the items that will fit that criteria. I've seen a lot of folks buy everything that comes along only to end up selling it off at very low prices. Save your $$$ and get a few pieces of exactly what you are looking for, even if they cost more. My approx 12x12 layout can only handle 20 cars max, you don't need 100+ cars to satisfy your fix
I'm looking at getting MTH RailKing Scale engines, maybe Imperial if I'm lucky. Right now I've resurrected my 0-27 stuff from when I was a kid but I'm sure they will look ridiculous With the RailKing Scale.

MTH Premier freight cars are in my opinion a solid good value, well detailed, and a darn site less expensive than Atlas.
Weaver is also a good value, although most of their earlier stuff has molded in details such as ladders and grab irons, and brake equipment on the underframe. There 40' box cars are based on the ARA 1923 design, and look nice with semi-scale equipment.
