I am laying some lines out on the layout to position track and I am wondering when Ross says the track is O-72, is that center to center, outer to outer of inner to inner?

0-72 is 72 inches in diameter.

The main part of the question is in the thread title.
The OP knows that the O-72 implies a 72 inch diameter. He knew that. He wants to know what it is the diameter of -- center rail to center rail, or outside of the ties.
Worse, is that almost everywhere, a 72 inch diameter comes out as being 6 feet across.

Ross has .pdfs of most of their products on their website. If you print the pdfs at 1:1 size, you have templates. I did this when I needed a template for the double slip in order to get the maze of wires and holes needed worked out.
RR-track knows about the different track systems and does the layout correctly. Well, at least for the track systems I've used. I'm sure Ross is correct.
