RR Track v4.02 Question

OK, been trying to figure out how to do this for about 30 minutes. How do I resize a layout an odd size? For example say I have a 6'X11' layout and want to add a 30x11.5 inch section to the end. This would mean I would have a space on one side 30 inches since the layout is 60 inches wide. How would you do this in RR-Track?
