Rubber band placement when storing a Lionel Crane Car

The product manual for both the 2005 TMCC crane car and the 2010 Legacy crane car note that you need to use the rubber bands to keep the lines on the pulleys during storage... but there is no picture. I can create tension but only by essentially putting the bands around the lines. I fear this will stretch out the lines. Help!

The hooks are hooked to the bands and the bands are wrapped around the coupler shank.

There are numerous photos online if you Google "tmcc crane car".
