I sprayed mine with PB Blaster
Whatever you do, don't use steel wool. There are Scotchbrite pads available for Dremel tools. That's what I use to buff the black off the tops of Atlas center rails.

It certainly doesn't hurt to try, but I'd recommend you consider replacing it. Rusty Fastrack tends to rust again even if you clean it off well.
You can simply "roll your own" Scotchbrite wheel for the Dremel. The corners round quickly as you use it.
scotch brite it, then wipe some WD-40 on it.
If you see any rust returning, put some light machine oil on a rag and wipe it again. It will go away.
I feel your pain, my youngest clogged and overflowed the toilet. Dry it off as much as you can, if its not already dry. I wiped mine off with a towel and let it air dry a week or so with my dehumidifier running nearby.
To remove the rust I used the abrasive eraser from Lionels track maintenance kit, then I wiped it clean with 91% isopropyl alchohol.
I must say I was quite impressed with the durability of items that got wet, granted I removed the track, locos, etc and turned it upside down asap but I even have a Miller engineering sign that got wet. I wiped it off let it air dry several days, works as good as ever.
The big thing is make sure anything that got wet is completely dry before you power anything back up.
I didn't lose a thing, reassembled the track, every thing is good as new.
Aside from the good ideas up top, you might want to build yourself a track cleaner where you can swap out a scotchbrite pad for a lubing pad...keep flip flopping as needed.
