I am planning to repaint a MTH RS-3 diesel body. It's plastic, but more of a vinyl type of plastic vs. a hard plastic. I'm considering using Dupli-Color CP199 "Adhesion Promoter" ...a clear primer that improves paint adhesion.  It claims it is "ideal for plastic, vinyl and chrome. Has anyone used this product on a MTH plastic body? 

It's the "chrome" that makes me a little apprehensive...must be pretty strong stuff to prime chrome.

You would do best to use a light gray primer/color such as Tom suggested!!! That way you have a neutral base color under the paint that you are going to apply...AND...you don't want different colors of what is under to effect the shade of the color going over! BTW, Testor's Model Master enamel paint would also be safe a safe choice. And personally, I would stay away from anything found at the hardware store in a spray can! 
It would also be best to strip what paint is on there, if you are comfortable doing that because each layer of paint builds up to hide detail.
